I couldn't find the official quarantine requirements on Malaysia so I sent e-mail to upa@hq.rced.gov.my asking them to verify the information I had located.
The response I received from the Malaysian representative differed from the information we received when crossing the border by land from Thailand. The e-mail response confirmed that there is a quarantine for cats arriving in Malaysia. Indeed, an e-mail message I exchanged with someone heading to Kuala Limpur with their cat also confirmed that there is a quarantine.
But, perhaps the quarantine only applies if you arrive via air. The Malaysian officials at the eastern most Thai-Malaysian border told us that there's no quarantine for a cat entering Malaysia via the ground. We had left RC home based on the e-mail message we received so we didn't get to test this information.
So if you're traveling to Malaysia with your furry one, then I'd suggest that you fly to Bangkok, Thailand and then catch a flight to Narathiwat, Thailand via Thai Airways. A 30 minute taxi ride brings you to the Tak Bai, Thailand border crossing. After you get stamped out of Thailand, hop on the ferry for a 1-2 minute crossing to the Taba Bor, Malaysia border and your furry one can skip quarantine. I don't know what the policy of the Malaysian airlines is with cats, but there is an airport outside Kota Bhara, Malaysia (which is 22 km from the Thai-Malaysian border) so if you want to skip to some where else in the country, it might be relatively easy.
Here's the e-mail response we received from the Malaysian Department of Veterinary Services:

Your cat will have to be quarantined upon arrival regardless of it's health. For the application of import permit please contact the address below:
